You don't need a phone. You want a phone. Big difference between needing and wanting.
There are lots of prepaid phones where you buy time as you go. Those phones are fairly cheap and sometimes you can get the first block of time included in the purchase price. That is the kind you should get. Cell phones with plans are very expensive, like over $40 a month and a lot more if you are texting all the time or go over your minutes. Do you earn over $40 a month to cover a phone?

Keep a journal of every time you need a cell phone for legitimate reasons and especially note any time you borrowed a cell phone for legitimate reasons. After three months, you should have a good argument for getting one.
If your parents are worried that you'll abuse the cell phone privilege they can buy a prepaid cell. When you run out of minutes you run out of luck.
If you get an allowance you may try to make a deal that you will pay for half the cost. They may be impressed with your responsibility and agree.
I let my daughter have a cell phone when she was 13 on the condition that she had to pay her part of the bill from her allowance. I never had any problems with her creating outrageous charges.

Maybe your parents are having a good reason for not using cell phones.
Maybe you should ask them? Give it a try, you might understand their reason from their point of view.
You being 12 might be a reason, but I think there is more, as they are not using them either.
List the positive of having a cell phone, try to suggest a family plan, they are not too expensive.
As a mother myself, I would give you one for safety, so you always can reach me and I always can reach you, however you'll only have a limited service and minutes to talk to your friends.
Suggest if you can get a prepaid phone and see, if you can pay for it yourself by saving soda cans, plastic bottles, or if you get pocket money, you can use/save it up to buy minutes.

I think that 12 is old enough to have a cell phone, and in this day and age you need one for safety if nothing else. You are going to Have to prove to your parents that you are a responsible person and are willing to help out more around the house to help pay for the phone, you may have to start out small, and have an inexpensive phone and plan, maybe ask for as a Christmas present. really push the safety issue with your parents with all the bad things going on in schools my kids would surly have one

tell and convince them that you need one.. but if they cannot buy you one then pls understand the situation..
or if you really need one but they can't afford to buy it then you should save money and buy yourself a new cellphone
