The inside of the mouth and lips are covered in a thin membrane. The membrane is permeable and can absorb the acid in the hot sauce quickly.
Skin is much thicker and much tougher. Skin is meant to be water resistant so hot sauce does not easily absorb through it. It does absorb some. If you've ever handled hot sauce, washed your hands, and then rubbed your eyes then you know some of it will absorb into your skin.

The more sensitive the area of your body exposed, the more you will sense it. If you have a cut on your finger, you may feel it there. If you touch a tender portion of your or someone Else's body, like around the eyes you will feel it. The only difference with your mouth is that besides feeling the irritant you will taste it.

The skin on your fingers is thicker than the mucous membrane in your mouth so that adds protection. You can actually burn your skin if you get the juice from a very hot pepper on it....like the Habanero pepper.

your fingers don't have taste receptors or an olfactory receptor as a helper. The hot sauce has to hit a sore or opening to get to the nerves just under the skin before you feel the sensation of pain.

The nerves in your mouth are different. When you eat hot sauce or spicy foods, signals are sent to your brain that it "Hurts", immediately, all of those lovely little friends inside your body rush to the scene to see what the matter is and cure the "hurt", they quickly realize nothing is hurting, and this is when the hotness of the food goes away.

it has to do with the type of skin layer you have on hand versus lips or mouth. lips and mouth are not protected with the same type of skin layer that the fingers are therefore lips and mouth are more sensitive. and you don't have tastebuds on finger

Your lips and your tongue are so plenty extra well-off than palms and palms. (this is why people like kissing) some warm sauces or peppers are solid sufficient to burn your palms too, yet there is your difficulty-unfastened answer!

cuz your mouth and lips are way more sensitive..your lips are designed to protect your mouth. so they're really sensitive. if something burns them then you know you shouldn't put that something in your body
