Your difficulty with this concept stems from your western point of view (and I mean that as an observation, not an insult). The western mind is trained to categorize things. That is to see things in a black/white, good/bad, yes/no way. When it encounters a concept that defies categorization it causes a conflict that the mind has difficulty reconciling.
"Tao" really does not translate into a single English word, but I will try to explain it as simply as I can.
"Tao" in the Taoist sense might be described as a "force" that permeates the universe; that flows through all things and affects all things. But at the same time can describe the natural condition/behavior/motivation of something. The Tao of a rock is simply to be, and yet to move with gravity and to disrupt the flow of water around it, all the while eroding, returning to the individual minerals that it is comprised of.
Taoists accept that the scope of the universal Tao is beyond the capability of man to comprehend. That is to say, we know that it exists, we know its nature by our observations of the world around us and yet we don't stress over the fact that we can't pigeon-hole it. It is what it is, and we're OK with that.
Now that being said the term Tao has been bastardized into a number of commercialized items, ("the Tao of Pooh" and the "Tao of motorcycle repair" come to mind) and in this sense, Tao is generally being used to describe a concept or philosophy at its very basic and must simplified level.

It is an eastern philosophy very closely related to Zen Buddhism...
There are not very clear English translations for these things but Tao is basically a way of life....
The Tao is a code by which we all live.... it is considered good to be of right mind and right actions.

Tao translated means "the way".
It basically means the essence of something. You need to know what the TAO is referring to. The TAO of Christ is salvation. The TAO of America is democracy. TAO of Confusionism is benevolence.
