The capstan and pinch-roller needs cleaning or the belt that drives the take-up real is off/broken. You'll have to take it apart or take it to someone.
Alcohol and Q-tpis will do the trick for the cleaning part.

they do make a tape playr cleaner if that dont work its best to just buy another player or upgrade to a cd player.
