If you let it be, then it is. If you have a slightly obsessive personality where you can't stop thinking about that person or you'll drop everything and hang out with that person though you shouldn't, then yah, it'll be a distraction.
Scientifically speaking, some studies have shown that your IQ does drop when you're "in love," if you want to read more about that.

Well, I'm not in college or anything, but my guess is that if the relationship is going well and you like the person, then not really. But if you're fighting all the time and having your doubts, or something like that, then it can be a little distracting. Again, I have no experience with this, it's just my guess.

Only if you make it a distraction. If you blow of studies to hang out with your new play pal, then you can't handle a college romance and studies.
If you're responsible enough, a college romance can be a help, not a hinder to your college experience.

I don't know about college, but I'll say this much:
My mom has a co-worker whose son was a star student throughout high school. Then he entered grade 12 and got a girlfriend. His grades have slipped, to say the least, since then.
It happened to me in ninth grade with my sort-of boyfriend, and my writing (in English and for the school newspaper) almost went completely down the toilet because of my obsession over him. Since committing to singlehood, my grades are the best they've been in years, and I couldn't be happier.

it is a distraction, but you just have to learn how to deal with it. as much as it distracts me, i don't know what i'd do without him there to keep me sane throughout all of the crap with my classes

it can be . . you'll tend to spend more time together instead of studying . . . if you can find a way to compromise your time (for example, have a set time to study and don't break your schedule) then you should be fine . . .
