Yes. They are very cheap, fast, and powerful. It really depends who's the better pilot, and which is the better plane. Here's some details about the best MiG ever made.

The MiG-29 "Fulcrum is a good fighter. It's the most advanced fighter in the Russian Air force. It's a good killer. This jet fighter is agile and potent, a challenge to America's best. Western fighters may be expensive limousines, but the "Fulcrum", with its high manoeuvrability. , resilient engines and excellent missiles, is like a hot racing car, not easy to fly but formidable in battle. And now the MiG-29K has been developed to fly from aircraft carriers - even without the help of catapults!
The advent of the MiG-29 in the 1980s gave the highly professional Russian pilot a combat aircraft second to none. Although some of its systems are old fashioned, the MiG's advanced aerodynamics and great power give it unsurpassed manoeuvrability. "Fulcrums" are being operated by nearly 30 nations. As with most Soviet-designed aircraft, the MiG-29 is designed to operate from rough fields. Braking parachutes are used to bring the 15-ton fighter to a halt.
Russia's Mikoyan-Gurevich bureau came up with a real winner when the MiG-29 burst on the scene in 1977. Using advanced technology to make the "Fulcrum" a real slugger in medium-ranged and close-quarter combat, engineers created a fighter which is one of the world's most manoeuvrable. In the right hands, a MiG-29 can fight and win a close-in, gloves-off dogfight against any warplane in service today.
Seen by the West as a rival to the F-16, the MiG-29 offers far superior detection capabilities, and the AA-10 an AA-11 missiles it carries are much better than their Western counterparts. However, it does not have much of an air-to-ground repertoire, although the second-generation MiG-29M can carry a wide array of precision weapons.
Though it offers super performance, the MiG-29 is practical, and less expensive than Western fighters. But the "Fulcrum" never fails to command respect: in the heat of battle, it is always a lethal foe.
With the end of the Cold War, new customers are considering purchasing this suberb fighter. The offer of a state-of-the-art machine at a bargain is too good to refuse.
The Russian built Mig-29 Fulcrum was the Soviet answer to American air dominance in the F-15 Eagle. Discovered during the early to mid 80's, American intelligence quickly set about in discovering the details behind this mysterious aircraft.
Ultimately, it was learned that the Mig-29 Fulcrum was indeed a premiere front line fighter and a weapon to be taken seriously.
The Mig-29 Fulcrum is a beautifully designed aircraft and has great handling and manuevering characteristics. The Mig-29 Fulcrum made world headline news when it was seen crashing at an airshow due to engine failure.
Ultimately, the Mig-29 Fulcrum continues to be a front-line fighter for the Russian airforce and other countries as well.

Yes, with experienced pilots.
The Mig 17 was credited with shooting down several faster F-105s in Vietnam and forcing many to jettison their bombs and run. The Mig-21 was such a feared aircraft that US pilots do air combat maneuvering training against the F-5, an aircraft that mimicks the Mig-21s manueverability but is far slower.
The Mig 25 and 31 are the fastest and highest flying fighters in the world.
The Mig-29 has as good or better perfomance than the F-18, and none of the structural defects.
The F-22 has yet to prove itself in combat and will probably be a maintenance pig with its complex electronic systems and pack limited punch with its internal weapons bay.
The upcoming Mig-35 will be a force to contend with.
I'd like to see an F-22 maneuver like this:

Since Obama was born in 1961, it would have been difficult for him to have fought in Vietnam. And for the record, Bush was in the Texas Air National Guard, so he has never seen an NVA Mig. He's seen some pretty scary dragonflies, though.
