Its a juvenile Western Gull, a species usually found on the west coast of the US. Its a bird that was hatched this year. These gulls take 4 years to mature. The adults have very dark backs and are white elsewhere.

immature seagull, most common in California would be Western or California Gull. This one looks like a Western Gull because of the black bill. CA gull has a yellow bill.

that kind of bird is the Monterey Bird. i know that for a fact. there r many different kinds of Monterey Birds. that is 1 kind of them but i'm not sure which. sorry!
