if you dont tell him that you are not interested he will continue to think that he has a chance, so just saying I am not allowed to date wont cut it here. Be honest, and if he cant deal with it that is his problem. He will learn someday that you cant just say, "I like you so you have to go out with me" and it happens.
Oh and you may as well get that idea of not being able to live without someone out of your head, cos you will be losing a lot of people through the course of your life.

One of the best ways to say no to a date is to be like "I only think of you as a friend. We have been friends for so long and I wouldn't want to ruin the bond you and I have." OR say something like "Sorry, but I don't feel the same way."

Ok you have answered your own question. Your very first sentence is your out! I used it all the time as a teenager. I am sorry my parents don't allow me to date yet! Soooo easy!!! Then he knows it is not your fault and tell him gently if I were allowed I know we would have a great time....

Tell him your situation about not being able to date yet. Let him know that you've not thought about him in the more than friends way and you'd rather stay that way.

Be honest but gentle. If he really is a friend he will be OK with it. If he has a problem with it and won't be a Friend anymore, that means he wanted more and is not a true friend then.
