Watts are an amount of power so in one hour a 75 watt globe has used 75 watts of power and a 40 watt globe has used 40 watts of power.

Definately.Alternate them,and you will see.For one legnth of your electricity bill run a 75watt bulbs.On your next bill use a 40watt bulbs,that way you will be able to confirm it.
