I will be getting my permanent residency from my mom through her father a U.S citizen who filed for us. Is it possible I can move to the U.S earlier? Could I start college in the U.S on a student visa or do I have to wait here in Toronto ti'll my mom gets her greencard? I'm so confused!! because my mom doesn't plan to leave here anytime soon so could I go ahead once I get my permanent status through her...keep in mind I'am 18 now and 17 when the petition was filed.

Yup. You can apply for an F-1 visa and come in as a student.

There is no such thing as an "early decision."

If you can convince a US consular officer that you really do intend to pursue a full-time course of study at a serious college in the US, you can apply for a student visa once you are accepted by that college and receive an I-20 form. Tell the officer, at the interview, that you have "dual intent."

HOWEVER, if it is true that your US citizen grandfather petitioned for your mother last year, the queue for that type of immigrant visa is many years long. right now, the wait for unmarried children of US citizens is 5-1/2 years and for married children is 8 years.

Its best to ask the INS. Offhand, I'd say its best to wait until everything is approved. If you try to rush things by coming here a different way, you might interefere with the process and it could take even longer.

it's not easy now a days, but go to the consulate office & request early decision.
