These people starve because of man under the influence of his god (satan). That is why there is so much cruelty.
People that ask these questions often do not like the alternatives.
God COULD force everyone to be nice, BUT that would mean turning mankind into unthinking robots.
God COULD destroy all the "bad people" BUT that would mean everybody
That is why He gave us the choice. We can remain part of the world, and, when the time comes for God to wield justice, we will be found guilty and be destroyed. Or, we can accept the God Himself, as Jesus Christ, has borne all the punishment that should have been ours, and live the way He wants us to live (love all, forgive all, show mercy, judge no-one). God's law is love. The more people that willingly obey God, the more love in the world. The more love in the world, the less cruelty. So, we care for and help one another, including feeding the hungry.

Why don't the people in the first world countries feed the people in the third world countries?
Why don't the leaders in the third world countries allow food relief to get to all the needy people in their countries?
Humanity has proclaimed how they are going to bring in utopia, without God's help. They say He is irrelevant, or non-existent. If He kept intervening, somehow humans would take the credit.
It seems that MOSTLY He is letting humanity to "do it their way" until they reach the point of totally destroying HIS Creation. Then He shall intervene ...

The reason bad things happen to anyone, whether good or bad is because of God's enemy, Satan the devil. He challenged God's right to rule over the earth and said that humans do not need God and could rule themselves independently without God's help. God is answering Satans challenge by allowing man to try to live without his interference. Satan also said that humans would discontinue serving God if he( Satan and his demons)) were allowed to cause them pain and suffering. There have been and still are many who are proving Satan to be a liar, who love and serve God faithfully, despite whatever persecution Satan brings upon them.
What has been the result of man ruling man without God intervening? Suffering and injustice, wars, crime and hatred.
God has promised to soon rid the earth of all those things and to destroy Satan and all who follow him.
We need a righteous ruler who will be just and merciful. Human rulers can do nothing for us. (Psalm 146:3 & Psalm 118:8)
The earth is capable of producing enough food for everyone, but mankind abuses the earth and misuses it's produce. Billions of dollars are spent each year on wars and space exploration, when that money should be spent helping the poor and the hungry. Bad rulership and misjustice is to blame for the world's hunger problem, along with Satan the devil's evil influence. God is not to blame. In fact, he will soon make things right again for the earth and it's inhabitants.
Look what Psalms 37:9-11 promises us--" For evildoers shall be cut off: but those that wait upon the LORD, they shall inherit the earth.For yet a little while, and the wicked shall not be: yea, thou shalt diligently consider his place, and it shall not be. But the meek shall inherit the earth; and shall delight themselves in the abundance of peace."
Soon the meek who inherit this earth will be under one government that will last forever. (See Daniel 2:44) No more will we have to put up with imperfect human rulers who can never bring an end to injustice, crime, terrorism or death itself. God's government will do all that and more.
Jesus promised that those who have fallen asleep in death will be brought back to life. (John 5:27-29)
"Verily, verily, I say unto you, The hour is coming, and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live." (John 5:25 )
What a loving God we have, to give us the marvelous hope of seeing our loved ones again.

What you're asking for is a theodicy. A theodicy is a 'vindication of God's goodness and justice in the face of the existence of evil.' There is no satisfying answer to your question because there is no theodicy that works, not even the popular "free will" one.
God is supposed to be all powerful and all knowing. This means he could have created a world with absolutely no evil, suffering, pain, or harm whatsoever. Because suffering obviously exists, we can come to one of the following conclusions:
1. God is evil/immoral/doesn't care
2. God doesn't exist
3. God does not have the power to stop evil (which means he's not god, which means god doesn't exist)
