You'll have to talk to the neighbor. Or, you can call the police or animal control.
It's a sticky situation because they may punish the dog for barking, which would probably make you feel guilty. And if animal control can't fix the issue with a citation, they may take the dog and kill it.
Another option would be to call the dog's breed rescue group. They may be able to get in touch with the owner and discuss options on keeping the dog happy or rehoming it.

Edit: Frequent dog barking at ANY time can be against the law. Most cities have noise ordinances of some sort. If you can prove that this dog violates them, the owners can be cited.

This is great dinner conversation. There are so many options; from running off your neighbors to killing the dog. :) Don't feed the dog or it will bark more to get fed. Try talking to the neighbor is the first step. Give the dog a secret shock collar as a gift. You know, a friendly hello meet the neighbor and gift from me to you. Or perhaps a gift cert. to a dog training center. Maybe the dog barks when the owner is gone.... this opens up new ideas. Hey, get a dog whistle and try that. The neighbor will not even know, unless he's a dog too. hehe

well u need to go and talk to the owner and see if they will do anything about it or even care. if they don't or won't u have 3 choices.
1 call the police and make a complaint{noise violation}
2 call the aspca and make a complaint{animal abuse?}
3 keep throwing food over the fence.
if the dog is barking after 11pm and u call the police every night u can darn well believe that these people r going to start getting fines and then they will have to do something.good luck

I work at a pet store. You should talk to the neighbor and suggest an electronic bark collar or training collar. They send a little shock when they feel the vibrations of a bark. They do not harm the dog in anyway though. There is no reason you should have to deal with it. It probably wants attention or sees animals in the yard. You are rewarding the dog for a bad behavior by giving it food. Dont ever do that again, that is for sure!

It looks like you need to get to know your neighbor better and find out what is making the dog bark so! Maybe you both can figure out a way for the dog to not bark so much and for you to be able to finally get some peace and quiet!

Don't throw food over as the neighbor could accuse you of trying to poison it. Calling the police will not help for daytime barking. It is technically not against any law. Talk to your other neighbors, and if you have a neighborhood group. Other than that talk to your neighbor. Believe me I know it is not that easy. If you think the dog is barking in distress then call the Humane Society.

I use to work mids so I slept during the day, our neighbors beagle would bark all day long.. under my window.. he had a whole yard but he HAD to bark there! So i got a super soaker.. and when the dog started barking, I would shoot it from my bedroom window, hehehehe.. sneaky.. it only took about 3 times before the dog went to another spot to bark! I did have to give it a reminder blast everyonce in awhile. But the dog didnt get hurt, and I got to sleep!

I agree with acceptance.. people are mean and they could punish the dog which is not his fault. If the dog is an inside dog, they will bark when you put them outside. Maybe they put him outside so it can take care of business cos they are too lazy to walk it. Maybe you could offer to walk the dog and see what kind of people they are. If they are mistreating the dog you need to report them. It is a sticky situation for the dog. I would check out the situation and see which way to go..electronic shock collars are NOT good for a dog. You want a dog to bark in case a robber or sexual predator comes around, stupid people.No anti freeze either. It isn't the dogs fault, geeze what kind of human beings to we have writing in....how about you drinking antifreeze. ..whomever said that...

You should call your local animal control or police and make a report regarding the situation. They will notify the owner of dog of nuscience their dog is creating and will not tell who reported them. Usually they will give the owner 1 warning but after reporting keep track of when and how long the dog barks. And keep notifying the police and/or animal control of the situation.

Roll up a ball of peanut butter and throw it to the dog, or go to the neighbor and ask them if they can have control over the dog. You can call humane society also
