10 seconds is way too much, is my opinion

Stopping at a stop sign is not just the law, but they have a reason for it.
I don't know if there is a specific time limit to when you can start moving or not, but the purpose of stopping in the first place is to make sure the road is clear before you proceed.
Slowing through a stop sign, no matter if there is nothing coming or not, is still called busting a stop sign, and they will give you a ticket for it. Stop means stop, not coast through.

10 seconds that's a bunch of crap. tell your mom to challenge that ticket, go to court and ask the judge to show her that in the lawbooks. I've never heard of that.
I have always been taught that as long as your tires completely stop, even for two seconds, you have stopped. you don't have to sit there for an eternity.

A stop is a total cessation of movement, that's the first rule, and the second rule is to proceed after yielding to the driver to the right and pedestrians and everything else that you are required to yield to, then you can go

i say 3 s , but the car has to actually stop not roll slowly . 10 seconds its way to much, the guy behind u would brake his horn if u were doin it for 10 s

Where I am at it is a 4 second stop that is considered legal.
But as bad as most people drive today 10 seconds is not a bad idea.

Just until the tires quit turning. You will feel a slight pop when the car comes to a stop. If you wait for it, then you are safe.

My ex-husband is a deputy.... He informed me all wheels have to come to a complete stop for 5-10 secs. Trying to act like you stop with that itty bitty kind of roll, well... that doesn't work!

In most cases it merely says you have to be at a full stop, completely stoped, car not moving.
