FINALLY, a legitimate question. And the fact is they DON'T. Social programs have been cut, to the bone. And they are closely monitored and tracked by sister agencies, such as the IRS.
I am an American and due to a disabling illness I was forced to use some of these agencies. The paperwork and proof that they needed was astounding. From college loans to food stamps. If you are not who you say you are, live where you say you live, pay utility bills where you live and make an income of well below poverty you will NOT get assistance. I don't give a flip who you are or where you came from or how poor you are. At the time my income was $7000 a year and I qualified for $64 a month in food stamps.
I am a white, middle age, single head of household female. I have worked and paid taxes since I was 14 years old. I am also an honorably discharged veteran. Everywhere I looked for assistance I found the agencies to be woefully inadequate. As did many other veterans suffering from debilitating injuries caused by WAR.
So for anyone to say that there are are all these wasteful programs, goods and services going to illegal immigrants, they just don't know. If they ever get sick, as I did, and have to turn to the government for assistance, they may see just how asinine their claims have been.
Where they get this information is not hard to figure out. What is mind boggling is the masses that believe this crap.
We pay taxes so that society can function smoothly. And once we pay them they are not "ours" any more than our food money is ours once we spend it at the store. The hysteria over "my tax dollars" was nothing more than a smoke screen.Now, guess who is really getting BIG financing from tax revenues and what is their real agenda?

First you cant get free handouts if you are Illegal. They can apply for only a few things like W.I.C., food stamps, medicaid for only the children they give birth to here in the United States. Only 15% of the Illegal population with American Born Children go threw those systems. 15% are Whites and other, 70% are African American. Majority of Illegals are the ones who cant get anything and don't try. If you say why do they feel that they "deserve" free handouts from the American Government.... you need to be thinking about another race here. Even if they have fake information it gets run into a system and comes back not real or not theirs. Learn the system first before you start saying this and that about people you don't know nothing about okay!

Some of them purchase forged social security cards, etc. Most of them just lie about everything since many of the social welfare agencies are not well-trained or not required to ask for real proof of citizenship or green cards. It would be nice if these agencies would be more diligent in confirming facts, but it's just not that way right now.

I know at any WIC office, anyone can receive from their program. Basically the only thing they want see is if your children are under the age of five. It is set up to help any woman that is pregnant or has small children.
The only paperwork/references i have ever been asked to provide is proof of income. I've never had to even show my children's birth certificates. Is it because I am obviously a white girl? Maybe the people who work at the offices believe that educating everyone including illegals is the best to help them by not getting pregnant again and supplying them with contraceptives?
I'm not sure how the process works but it is working for everyone.

The 1996 law prohibited states from supporting legal immigrants with TANF funds until they have resided in the United States for at least five years. As a result of these restrictions, many immigrants have left the rolls, and the living conditions of these poor families continue to decline. Today, significantly fewer legal immigrants, although eligible, receive TANF assistance, food stamps, and Medicaid. The changes to eligibility had a significant effect on children of immigrant parents; even the participation of U.S. citizen children who live in immigrant families has declined.
The effort to restrict immigrant eligibility was largely premised on false perceptions about the group’s reliance on public assistance. Data show that, contrary to public perceptions, immigrant families are less likely to receive welfare than are citizen families, as was the case prior to 1996. Also contrary to public opinion, immigrants generally do not come to the United States with the intent of receiving “handouts.” In fact, 14 of 19 “new growth” states (i.e., states that have seen a significant increase in immigration) offer no public assistance for new immigrants. New arrivals locate themselves based on the availability of jobs, not on the likelihood of receiving better benefits.
As a result of the 1996 reform measures, 60 percent fewer legal immigrants, although eligible, received TANF assistance in 2000 than in 1995; 48 percent fewer received food stamps; and 15 percent fewer received Medicaid. In other cases where immigrants are eligible for benefits, many do not receive them because they fear retribution from the government, such as deportation. Although, in 1997, Supplemental Security Income (SSI) was reinstated to immigrants who were in the United States prior to the 1996 reform, many immigrants with disabilities lost their coverage and the additional benefits afforded to them through public assistance programs. In many cases SSI was their only means of financial support or medical services.
An Urban Institute-sponsored study, conducted by the Survey Research Center of the University of California at Los Angeles, of immigrants in Los Angeles County and New York City demonstrates reduced benefit use, despite substantial levels of need, among immigrant families in programs directly affected by the eligibility restrictions imposed in the 1996 welfare reform.
As noted above, more than 75 percent of immigrant adults in Los Angeles and nearly two-thirds in New York are limited English proficient; and more than 50 percent in Los Angeles and 38 percent in New York do not speak English well or at all. Adults with limited English proficiency are also poorer than immigrant adults overall, with poverty rates at more than 30 percent in both Los Angeles and New York, despite having higher work force participation rates than poor non-immigrants. Language access in cases such as this is not only vital to welfare participants, but also required by law. Without language assistance, even eligible immigrant families are less likely to receive appropriate services and opportunities to transition to better employment.
