Puppies aren't calm. That's all there is to it. If she wanted a docile dog, she should have rescued a senior bassett hound or a senior greyhound.

Puppies are rarely behaved. That's just how it works.

If she's seriously concerned, she should call her breeder for advice. A reputable breeder will be happy to help her understand her dog and keep it happy, all while maintaining sanity in her home. If she didn't buy from a reputable breeder, then she needs to, aside from learning about how to find a reputable breeder for next time, start buying puppy books and getting him into puppy classes. Eventually, with proper training and love, he'll grow out of it. : )

well puppys cant get calm because they want to explore. She should take away all things that can be swallowed and keep them high and take care of the dog more until he grows up at least 1 year old. If she has a backyard let him out in the morning for a run and potty. Put a news paper somewhere in the house because usually they go to the toilet there. Dont walk him too much fast everyday more by a little bit but dont walk him from the first day alot.

relax the dog, keep a cool and calm, if not try and play with them until they are tired out. they tend to be more relaxed at this point!
