I've seen this guy do it, what tools does he use to open the box? and the twisty thing that he does to work the filters. Anyone knows?

First its a federal offense to steal utilities, yep cable is a utility.
Second it only works with the older systems, chances are if your system is capable of cable internet or phone, this wont work for you. You wont find many systems out there that will be able to do this.
Thirdly its a federal crime ( I know I already said this but it bears repeating).

That twisty thing is a terminator tool. Its basically a shaft with a shaft inside it. The inside shaft has an end to it that is offset. The outer shafts hole down the center (where the inner shaft sits) is offset as well. Twist the outer shaft and it and the tip from the inner shaft line up. Just small enough to go into your locking terminator. Twist the outer some more and they offset from each other and fill the little space inside the terminator. Keeping the presure on the two offsets you can then unscrew the terminator. Plug your own cable in and an alarm goes off and your busted. (Well not really but they have very intricate and accurate ways of tracking these things down, and believe me, they have whole teams of people doing it. And a bunch of other people prosecuting them. Did I mention that its illegal.)

Well the guy before me is right...DONT DO IT! I work for Adelphia right now and I've seen someone I worked (noticed I said worked) with get fired and put in jail for stealing cable for a pretty girl that he wanted to help.
The terminator tool, like he said looks like a weird screwdriver with 2 "prongs" that go inside a shaft when you pull the tool back and go out and into grooves on a terminator or trap. You can try to spin the terminator with your hands but you will be worn out by the time you figure out it isn't going to come off. The part that needs to turn is on the inside.
