It really all depends on the context they say it in. It can be a sarcastic way of saying there not fine, "JUST peachy." Or they really are just fine, heh. The ways I tend to hear it when a girl doesn't wanna talk to you and they just there just peachy. Haha.

When someone says they're peachy, it means they're doing just fine. If you say about someone else, they're peachy keen, it just means they are nice, they are good, they are sweet and nice.

To me, "peachy" is a sarcastic term, generally used when someone is upset or flustered and trying to play it of that all is well.
