That is funny or some what any how. Here in MN it's against the law to shoot off fireworks but they do it anyhow. There is a law against littering but it's rarely enforced. I accidently dropped my cigarette out of my daughter's car and she was pulled over by a cop and given a warning ticket for my cigarette that was accidently dropped. That's why I thought your question was funny.

I would say, on the 4th of July that it is totally acceptable to do this.
One any other day of the year, leaving all of that litter is just plain rude and also may be illegal. You can always call and find out- without reporting anyone. Or you can ask the morons to pick their trash up by putting a note in their mailbox!

LOL - in the town where I live if someone is caught on CCTV dropping litter their pictures are published in our local newspapers as a "Name and Shame" exercise and they are also fined. So I suppose if they were caught lighting the fireworks in this town (in Cambridgeshire, England) , yes, they could be charged.
