Cities: Las Vegas, Los Angeles, Any town in Orange County California and San Diego County. These locations have the highest concentration of women in that age bracket with disposible income.
Media Outlet: Supermarket Magazines, At DVD rental stores, Hair or Nail Salons, Dentist's offices and church gatherings.
Forgot retail outlets unless you have an Advertising budget of at least $500,000 per year.

Those are incredibly tight demographics, to the point that I have to think they are backed more by a hunch than any kind of market research or realistic experience.
That said... find a library, probably a university library, that has the Simmons Study of Media and Markets, Choices 3 books. These are gigantic (20 years ago they used to be red, don't know if they still are) books of demographic data cross-tabbed with product usage incidence for over 30,000 products, including media choices. You can basically look up the demographic you describe above, and see how often they use different media down to the level of individual magazines, possibly even TV shows. You may also find complimentary products that you would want to consider partnering with.
As you do that though, to my earlier point, I would ask yourself really really thoughtfully - is the market for your products really that limited? Or are those the people you "want" to sell to?

I'm white educated, and worked with a lot of same. Sometimes they bend over backwards to support something illogical because it's "different", "bucks the usual thoughts", is "enlightened". I've sat in meetings with harvard and yale educated people arguing for hours between two choices, in which neither would work according to the rest of us. It was was technology so no politics included.

Im not sure what you want to expose to them but I would guess if you find shoes, thats where all women are. Shoes, purses, etc. If you want educated females, try college campuses or even Womens Business Associations. Good luck. Wish I knew what you want to market to them.

Legal, medical and business journals but a HUGE FYI note:
There are black doctors, Hispanic lawyers and Asian business women.
If you try and market just to Caucasians, you will be advertising how lame you and your product are.
