Do you have to be a legal immigrant with a green card in the State of New Jersey to get a license?

No...You don't need a green card but I think you need to be legal, they require legal visa status

Only residents of the state of New Jersey are eligible to get the privilege of a driver's license. If you are not legal, you are not a resident and not entitled to any of the benefits of a resident.

You may be able to get an international license with passport or other legal out of the country document.
