The first thing any young man should do is respect the girl he is with and treat her as he would want someone treating his own sister. Sincerety goes a long way with a girl.

Are you already friends? If so, start by casually mentioning how you wish you could find someone as great as her. Give it a little time and let that marinade. Then, when the timing is right, tell her that you don't think you'll ever find a girl as great as her. Tell her that she is the one you can't stop thinking about. Tell her that she's the one you want to spend your time with. Tell her you don't want to pressure her; you just wanted her to know the truth. Tell her you'll give her time to think about it and tell her to give you a call if she wants to give it a try. Leave her alone with her thoughts and see what happens.
If you aren't already friends, start out slow. Look into her eyes and don't forget to smile. Flirt without being nasty. A simple, casual date out for coffee or a drink some place where you can get to know each other better. She'll respect you and it will give you time to see if you two will hit it off or not. She could be Jennifer Aniston/Halli Berry and you could be Brad Pitt/PDiddy and you still might not click. Smile a lot. Let her do most of the talking, but tell her about yourself too. She doesn't want to feel like she's on a date by herself or that you are hiding something. Just go slow.

First off I would not "make a move on a chick" as you put it...that shows you do not respect them. Strike up a conversation...one liners will usually get you nowhere...listen to what they have to say and add to the conversation and then go from there...respect and humor go a long way in talking to anyone...putting the moves on someone sounds like you are calf roping and trying to wrestle them to the ground! Do not get the two confused!

Well, if you are already dating, give her cute little surprises, like a rose in the mail, or a teddy bear on her doorstep.
If you want to ask her out, smile a lot, laugh at her, play with her (you know, like, make fun of her playfully, that whole "pretend to be mad" thing is really attracting to girls.)
If you think she feels the same way, ask her out originally.
