The engagement ring has to go on first, because you get it before you're married. haha.
After that, I've seen it both ways, and I think you should choose based on comfort.
I was told you should wear the wedding ring closest to your body, but that makes the wedding ceremony weird, because at some point you would take off the engagement ring and add the wedding band, and then put the engagement ring back on. So I go back to it being a matter of comfort.

The wedding band because it should always be closer to your heart. Your engagment ring should always be on top of your wedding band.

The wedding ring goes on first. I know from the experience of my moms 12 brothers and sisters. They all have their wedding ring first.

Traditionally, the wedding band first. When the bride walks down the aisle she has her engagement ring on her right hand so during the ceremony her "husband" can slip the wedding ring on her left hand. After the ceremony, she puts her engagement ring back on her left hand. After the divorce, she flings both of them in his face!
