I would lightly flirt with him and then ask him out saying " Austin, I was wondering... would you like to go to the movies with me?" Well there's your brillient answer.

Yes, a hug is normal for friends, it doesn't imply romantic feelings. So you want to ask him if he has feelings for you. A note would probably be better, otherwise by asking him you're putting him on the spot and in line for a possible rejection (he might not know you like him).

I think you should just continue to do the same a as you do day to day w/ him and little by little ask him if he wants to check out some movie during small talk. I'm pretty sure that you will know if he wants more with out having to feel embarrassed if he does not feel the same.

there's always different ways to look at this situation.
1. you be bold and just simply ask him out and see how it goes from there
2. weigh out the possibilities of losing friendship because of awkwardness from him knowing
3. play it off and just go with flow. dont plan on a relationship or assume it will happen or dont be negative and feel like it wont happen. go with the flow.
that's how i see it most of the times. it is normal to hug and kiss (on the cheek) friends. its hard developing feelings for your friends because you dont want to harm the friendship or end it.
if he is making suggestive moves that leads you on to believe he wants a relationship, then i think that's the time you talk to him about how you feel.
regardless, choose what you feel is best and dont waste your time pondering about the "what ifs"
best wishes.

As long as you make it clear that your intentions are romantic, you should be fine. You just don't wanna leave him thinking, "Did she mean GO OUT go out, or just go hang out."
