It was a private and illegal form of lottery, run by local mobs; especially popular among Latinos & Black Americans up until states began setting set up their own lotteries in the 70's.
Typically, payoffs were 70 to 1 or 700 to 1, on very small bets: a dollar or even half a dollar. The means of arriving at the number were usually taken from some combination of winning numbers in that day's horse racing results. In Miami, they had a variation called "Cuba," that used the Cuban national lottery numbers.

It was an illegal lottery operation where the racketeers had runners collecting "picks", and the money bet, from all over the neighborhoods. The mobs would have used the proceeds for weapons, drugs, illicit booze, etc. The lottery itself would be similar to the Pick-3 (or whatever) that is quit common, and legal, nowadays.
