Well this recipe is RICE potato pancakes but I would think that you can still make it without the rice flour. It uses potato flour. Hope this is helpful :)

Rice Potato Pancakes
1/2 cup rice flour
1/3 cup potato flour
1/4 tsp salt
4 tsp sugar
1/2 tsp baking powder
1/3 to 1/2 cup water.
beaten together:
1 1/2 Tsp oil
1 1/2 Tsp water
1 tsp baking powder
Sift dry ingredients together. Beat in 1/3 to 1/2 cup water. Beat in the mixture of oil, water and baking powder. Cook on a hot greased griddle, using about 1/4 cup batter for each pancake. Turn once.

(This recipe worked really well, did not stick and tastes very like pancakes made with wheat flour.)

potato pancakes or potato cakes? I make both and donuts from left over mashed potatoes. add a cup of mashed potato to any pancake recipe and also an extra egg and milk to bring the batter to proper pancake consistancy. for potato cakes, however much potato you have with a couple eggs, some seasonings, stir it up and drop by spoonfuls on hot greased griddle to brown on one side then flip to brown on other side.

I'm not sure what you are trying to achieve but, I have made many potato pancakes and I've never seen one that does not include potatoes. Sorry
