Ouch, that sounds like it would eventually hurt!
I think there is too much alcohol in rubbing alcohol for it to be safe for that. Eventually, it would dry out your skin and may cause it to be raw or chapped.
It would do much either. All it would do is get rid of bacteria temporarily. It would not prevent smells or bacteria from growing later on in the day.
Question is, why do you want to use rubbing alcohol instead of deodorant?

No it's not, it's also not safe to use as a disinfectant and why, because it dries the skin cells out creating harm, splitting it and letting infection in, It actually kills the cells. Alcohol is only for non-animate objects like the lab table.

deodorent is safer because rubbing some times makes a layer on skin and closes the porus of skin which makes breathing to skin is forbiden.

I ve used it as deodorant for years and have had no problems whatsoever. I also have dry, sensitive skin, but it doesn t pose a problem under the arms!
