it means he is willing to be a personal friend. If I am writing to you and feel comfortable expressing my opinion with you, I would end up with a sentence like that, it is like I am talking to you in real or calling you in some way. I think it is very nice of him, or he know you a bit better than I do and feels it right and confident to do so.
don't worry, there's nothing wrong in it.

yeah i just think he cares for you. people do that sometimes without even knowing they do it. do you like this person? are you trying to figure out he likes you? if you're trying to see if he likes you pay attention to how he acts arround you. when you're together does he touch your arm when talking or lean in to listen to what you're saying?

In my personal opinion... no it doesn't.. I mean I have had a few guys do that in emails, didn't mean anything either.
