Great question, K.
God forgives all sins, if there is reason to. God is perfect and just. Would you respect a judge who sits on the stand and lets all criminals go free? No. God will forgive those who trust that Jesus is a gift and offering for sin.

God offers the forgiveness of all sins, but he does not force it on anyone.
Here's an analogy: It's as if there was a courtroom in which a number of defendants were tried for their crimes. They were all found guilty. The judge then sentences them all to a prison term. But, he tells them he can give full pardons, for anyone who wants them. Just come ask and the pardon is yours.
Some ask and receive, some refuse the offer. Those that refuse go to face their punishment. Those that asked and received the pardon are set free.

I apologise if I sound blunt, you are obviously a person of religious thinking. While I completely respect your beliefs, I would like to discuss this.
I am puzzled by the fact that people still believe in the idea that a magical, almighty power created this planet and everything on it. Science has proved that the planet and the life forms upon it are the result of space, time, physics and evolution. Also, there is absolutely no mention of dinosaurs in the bible. Could this be due to the fact that the author of this possibly fictitious publication was unaware of their existence at the time of going to press?
My personal opinion is of sincere doubt as to the existence of a heaven or hell and I would urge you to live your life in such a way that it is not dedicated to something which has been wholly proved to be untrue. Enjoy yourself, work hard, don't break the law and look after those you love.
PS. By the way, I am not a philosopher with too much time on his hands, I'm a 24 year old soldier who happened to stumble upon your question.

God forgives anyone who asks Him, but many people do not accept His forgiveness. They prefer to be stubborn and deny His existence. Some even believe their sin is too great for God to forgive.

The same reason men have prisons on earth, to separate the just from the criminals. Its the same in the next life. God only forgives those that repent and are sorry. Hell is for those that are not sorry and hate God. Its impossable for the wicked to be mixed with the good or heaven would not be heaven.

there is an hell because to forgive us our sins ,we have to repent of them ,this means to tell jesus we are sorry ,ask him to forgive us accept him as our saviour. to repent of sin means to turn around from to not do again to keep away from that sin. if we do these things jesus will forgive us and we can have a real relationship with him .if we refuse the offer he makes us then we go to hell, i know a lot of people out there dont believe in hell but let me tell you this its real and its full of torture. its not a scare tactic to make us be good as people say, the fact that jesus gave his life for your sins so that you could be forgiven ,is enough to do that

Hell is a falsehood made up by religious leaders to scare them into believing in their system of worship.
God does forgive, that is why he sent Jesus Christ to die for our sins. Ultimately, all sinfulness will be put behind us when it is God's time to usher in the paradise through His kingdom. This is open to all who want it, even the dead (everyone who has ever taken a breath) will be resurrected to see if they want it. Then, ther will be nore more sin because all sin will have been forgiven. Revelation 21 v4. One of Jehovah's Witnesses can give you further information if you want it.

God only forgives the sins that were sincerely repented of by the sinner. There is a vast difference between just saying you are sorry for committing a sin, and actually recognizing what part of you that is weak and causes you to sin, and make that effort to change that part within yourself that needs to be strengthened by the word of God.
Now to answer your question "why is there a hell?" it is for those who refuse to accept Jesus as their savior, and refuse to obey the word of God. Those who choose to reject the free gift of salvation which comes from accepting Jesus as their savior, made a free choice to remain the property and child of satan. You must live with the resulty and consiquences of that choice that you yourself made on your own.
All non believers have been shown the way out of their darkness through Jesus, and those who refuse to take that path towards salvation choose satan over Jesus.
John 8:42 Jesus said unto them, If God were your Father, ye would love me: for I proceeded forth and came from God; neither came I of myself, but he sent me.
43 Why do ye not understand my speech? even because ye cannot hear my word.
44 Ye are of your father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it.

I would imagine it's because you have to ask God for forgiveness, it's not given automatically. So if you sin and don't ask for forgiveness, then I suppose that's when you go to hell.
