the garage should have a competent mechanich that is able to diagnost the problem the OBDII is only 96 and up but it sound like maybe a head gasket or a lost of compreccion in one or more of the cylinder but is hard to diagnost with out looking at it
your local toyota dealer shoud be able to tell you whats wrong for about 80 dollars and that should be apply towarsd the repair if you choose to do it there

!st. of all, get a Haynes manual at the parts store. they're between $ 15 and $20 and have a complete diagnostics section. Usually there's a way to read the internal system through it's own computer. 2ndly, in the emissions section are the codes for your particular vehicle. With some vehicles it's merely a sequences of turning your ignition key on, and off several times, and then on, not running. The engine light will begin to flash the codes stored in the computer. With some you have to jumper out certain pins in the plug under the dash. Each vehicle type has a way to read the stored codes from the panel. There's often pictures of where to find & locate the plug recptacle if needed. In the codes it will begin to flash a sequence of codes. Follow them to the end. It will tell in the manual what they are & how they end. For instance, a code 23 would be 2 flashes, pause momentarily, then followed by 3 flashes. Pause for a second or 2, then the next code. So on and so forth. The other Item and probable cause without knowing the stored code information is likely to be your O2, or oxygen sensor located somewhere between the exhaust manifold, and the Catalytic Converter. It looks kind of like a spark plug with 2 wires running into it. These can be very difficult to remove so be sure you need to remove it! This problem is very common and reacts the same in all vehicles when that sensor goes bad! This sometimes requires using an acetalyne torch to heat the base nut welded into the exhaust pipe to make it expand so you can break the treads loose. They do have a special socket for this as the wires have to pass through the socket. This tool has a slot in the side of it for the wires to pass.
