It is a conspiracy between the hotdog and bread manufacturers. Bread manufacturers secrectly pay a portion of the proceeds on extra bun packs to the hotdog companies.

I usually buy 2 eight packs of hotdogs and a 12 pack of buns.
Then there are 4 hotdogs without buns for me and my nephew:-)
