Oh boy, this is a tough one. I think you'll have to use a good primer--one that says "stainblocker primer/sealer"...Like Kilz or something, THEN you can paint over it.
But my neighbor swears by some paint he gets at Menards (USA) called "conco" and he paints over everything, dirt, smoke, etc.

Black on a wall is very expensive to do because dark colours often takes 3 or 4 coats to cover completely. Then when you go to re-paint, you have to put primer and then 2 or 3 more coats to get rid of it. (That will also be very expensive and time-consuming.) Probably you should consider using black melamine paint on pieces of furniture for the accent and lime green on 3 walls and teal on the wall where your bed will be. Then orange it up with bedding and a bulletin board. Desk lamps come in some interesting colours, too. Paint colour is the easy part. Maybe you should get the bedding or rug or curtains and match the paint to it. Have had gray walls with red rug, bedspread and curtains with a back roller blind, black desk and chair and white shelves. The gray had a blue-ish thinge. There are a gazillion different shades of gray from almost a mauve to almost white with everything in between.

There are only a couple of options. Use a slightly darker colour in the same colour palette and don't skimp on the amount of paint you apply. Or you can wallpaper over it but that's sooo time consuming. The best thing to do is prime your walls then paint with a light colour. The darker the colour the more coats you need.

You need to look for a "high-hiding white paint" at your paint store. Otherwise, you need to find a darker color. Use a paint roller that delivers a lot of paint to the wall and don't try to stretch the paint.

i always prime first. but, aren't you also supposed to wait like, 24 hours in between coats or something? i never do that. i always finish it in one day.
