Does it seem like sometimes when you are talking that he has something he wants to say but says nothing....he does like you!

They flirt alot
They leave their other girl friends and come talk with only you
they always want to spend time around you
You catch them staring at you multiple times
They find ways to touch you
They sometimes will like make fun of you
and they choose you out of a big group of girls or people for some project, etc when you like just met them this year.
Look in thier eyes when they are talking and if their pupils get bigger then that is also a sign that they like you.
Those are a few i cant really think of anymore right now.
BUT you could have a friend ask, or you could go ask him yourself.

We can all supply you with how to tell but you need to remember that guys are individuals. Each boy is different in what they like in a girl. Just like each man is different when it comes to what they like in a woman.
Stop worrying about this guy looking at you or smiling at you all the time. It's obvious that he still needs to grow up and stop playing head games with you. Move on and set your sights elsewhere. He's not worthy of your attention or your time.

Easy, pay attention to what he does when you're around. For example, there's a guy in my study hall who always ignores his work to talk to me, we always get in trouble for that. Even if you don't really talk to him, and you don't know him, pay attention to what's happening. For example, my crush, he always starts the conversation for some reason. Stuff like that. Sometimes it's easy to tell if he likes you, and sometimes it's hard.

That you would like to do something with him sometime. Something being a movie, study for a class, etc. Some activity that you enjoy.

His body languages will show clearly if he likes you or not. This is a non-verbal expression, remember to see and be able to read & tell from his body languages carefully.

If you "sense it", then he probably DOES like you. Does the guy go out of his way to talk to you about trivial stuff??...then he probably does. Does he seem nervous with you and not with others?
Ask him out!...that should anwer your question!
