It will be mainly for children of ages 8 to 18, those who have been passed over for adoption many times. I have ideas on what to put in it, how big it should be, and how much capacity it can take, as well as staffing needs and tha basic design of the building; but I have no clue where to set it up, what kind of documentation do I need, should I be a caseworker?

There are all sorts of permits you need for that I believe.

you dont get passed over for adoption. Adoption is until the child is and Adult 16 in UK. If you mean foster children thats different.

Contact an Architect about the building. You best lease an existing building and do alterations that you want.

You can get cheap spy cameras on the net you perve.

Call your local Social Services or state Dept of Human Resources, and ask about becoming a foster parent to begin. They may also be able to point you in the right direction about opening a facility.
