Mediation is generally useful where the parties can negotiate on reasonable equal terms, and can discuss matters to reach a common solution.

In many juvenile justice situations, the parties can never be on anything close to equal footing. Same with domestic violence cases. So, any negotiated settlement is likely to come out inherently unbalanced.
