It will be mainly for children of ages 8 to 18, those who have been passed over for adoption many times. I have ideas on what to put in it, how big it should be, and how much capacity it can take, as well as staffing needs and tha basic design of the building; but I have no clue where to set it up, what kind of documentation do I need, should I be a caseworker?

Orphanges in general have been out of business for sometime. There are a few religiously run outfits such as Boy's and Girl's Town in Nebraska. You need to identify the population of children more specifically and talk with a veteran social worker who can advise you further. All staff must be carefully screened by you and the authorities. Social services in most areas should be willing to listen to you. Funding will be you most serious issue. You must be more than a caseworker. You must be a saint.

What country? You should check the local laws pertaining to that.
You may have to post a bond of some type in case you are sued by that child or their parents. You would need a general liability insurance policy on your business and your property,as well you should incorporate in case you are sued.They may want a background check on you since young children are involved. it could be easier in some aspects if you did this abroad.

The first thing, is that orphanages should be ran by professional, and trained staff, kids need a lot of care, both mentally, and physically. Not just any Joe Blow can open an orphanage.

I run a homeless shelter for two years. You will have to learn and obey the laws by Human Services or what ever your state calls it. You will have to decide if you want Community or foundation money/or government or both.
You might have to incorparate. Then decide if you want to be tax exempt.You might want a board. I can take 4 to 5 years to set up.
