Offer your sympathies in which ever manner you feel most comfortable.
When we lost our litter of puppies due to an intense labor that nearly killed our beloved dog, we received cards, notes and cookies. We felt the love and warmed our hearts.
I suppose it depends upon how well you know your neighbor. Such a sad thing, isn't it?

If you are going to raise the puppy, not your neighbor, then you need to get to the vet and get instruction on what to do to bring the tiny puppy up. It can be done, but will be best if you get proper advice from your vet about what to feed and how often, etc...

I don't know about the rest of you but I agree with Native New Yorker on this one. The question is vague at best. Who died and why? was it natural or was it some ones fault?

just tell them that you feel sorry or tell them that there puppy died so they could bury her and buy a new one just like the puppy.
