If they are girls that you see regularly, try to be friends with them first. Then you can get to know them better and try to move the relationship up to dating. If you are trying to be friends first, go over to them and say something casual, like asking about a class or what do they think about something that's happened. It's not so much what you say, but that you appear confident, friendly, and relaxed.
If they are girls that you see only in passing, then you have to talk to them without the benefit of being friends first. Some girls might be intimitated by this, so just be brief and friendly.
