is there a program or something I could use to rename all the files in a folder automatically. I've got several folders of pictures I'd like to merge into one, but they have conflicts with their names and I'd rather not have to rename all of them manually.

if you want to rename pictures, just select them all, and click rename. Enter in a prefix of what you want them to be named like pics, and then hit enter. It will name each one the prefix you entered in and then it will automatically number them.

You could make a new folder and place all the other folders in that one. That would not merge them, but would gather them all together.
There is a program used for archival purposes which might work. It is old. It will not handle long file names. Other than that it works well. It is called LHA version 2.13. It was renamed from LH because of a conflict with what was then a new command in DOS. I know it's old, but it works.
You can also try features of winzip. Most archiving programs have some means to merge or consolidate files. Who knows, there might be a new version of LHA, but I've been happy with the old one.

You may want to try a free program called Irfanview. It can do batch renaming.
