Pharmaceutical companies negotiate with governments of other countries for each pill they sell. A poor country might pay 25 cents, another 12 cents. A moderate country like Brazil could pay a dollar. An believe it or not the mighty US is charged by their own drug companies enough to make up the loss of this charity which is a big reason we have the high prescription drug prices. Not letting US citizens buy the same drugs from other countries has little to do with safety. It has to do with the last two administrations (Clinton and Bush) dragging their feet on saying it's safe which I don't believe is the true reason. The pharmaceutical industry pays money to politicians. It's a backdoor bribe for politicians. It's a backdoor welfare program from the US citizens. Then some countries seem to think that when a company invents a drug they should give it away! So they sell it at under or at cost to other countries so the country doesn't reverse engineer it. (Brazil) US citizens pick up the tab. See source below. Envirinmental impact - minimal. I don't know about the plants question.

It is different by industry.

For example:

* Dairy industry produces a lot of high BOD/COD (also acidic) waste water. If untreated this water can be harmful to the environment.
* Cement industry produces a lot of dust which if not collected(using dust collectors) can be harmful to humans and also to the environment.
* Industries using refrigerants with high global warming potential for cooling can help increase the atmospheric temperature.
