The dog I walk, Mozart has veeeery runny poop most of the time, and there would really be no way to pick it up. Luckily, he only does number 2 on trees (literally right on them), so that people won't step in/on it.
Some people wait for their dog to squat, and slip newspaper under their butts, to "catch" whatever falls-- runny or not--, and then throw the paper out.

They have to stuff it in the bag either way, but usually they'd be concerned about something else. Runny poop can mean something's wrong with the dog.

Responsible dog walkers do. Some dog walkers don't pick up any poop.

nicely, there are some issues which would be inflicting the runny stool... the main probable is intestinal worms. something i might have looked at along with your vet. whether its no longer worms, runny stool can bring about dehydration, quite if the canines is youthful.

My dog rarely poops on walks. Does that make me lucky? Timing is everything.
To answer your question, I don't think they do.
