I wish I knew. There is this guy that breeds small breed dogs and he lives in my area. Several of us, vet included have tried for years to get him shut down with no success. I posted about this guy just a few days ago. We have contacted ASPCA, Human Society, different breed rescues and no one can give us any good advice to shut him down. We have no animal control in our area. The police are supposed to check out complaints and the health department are also supposed to check them out but neither one will do anything. This guy sells pups over the net and to a local pet shop.
