I would assume that it means I'm not there yet, but I'm also not leaving. I don't think that the thought of being unable or unwilling would cross my mind. I would be a bit more specific if I was making that comment.

It means just what is said. I can't return those feelings. It is a simple statement. The individual is saying they don't have the same feelings towards the other person who is saying I love you.

It means it's not there (yet) hehe. I have been saying the same thing to a girl but gradually have found myself attracted to her, she calls me her kid and I call her mama. It's a weird but a beautiful and sincere relationship. And whatever we term it, it IS love.
So don't pay heed to pessemists' views. Don't lose hope, cling to it and have faith on God. Sometime, sooner or later, you'll surely get an opportunity to make an indelible mark on that person.

it means im not ready for whatever you're suggesting not that its not there probably that the person you're saying that to doesnt see what you see in whatever you have at that moment.or simply they never thought of you in that sense it really depends on why and what you're implying by saying that....i love you as a friend i love u i wannna be with you what?

It means you are dealing with someone who has absolutely no feelings for you . You are just a piece of paper to be used up and discarded when you are no longer useful .
