Hi!
There is this wonderful eye gel you can get from Walgreens (or any other drugstore) for under $4.00. It is called St. Ives Cucumber and Elastin Eye Stress Gel. It is amazing!!! It really gets rid of bags under the eyes-- or at least it does for me...
Here is a link so you will know what the packaging looks like...

This is what works for me... Try it out. For only $4.00, it is worth a try... it might work for you too!
:)
Best Wishes...

The skin and the muscles that enclose the upper and lower eyelids lose elasticity, which can result in the underlying fat to bulge out. Other causes of under-eye bags and puffiness are genetics, lack of sleep and allergies.
Puffiness from fluid retention, weather or hormone levels are the most common culprits and can be addressed with topical care.
Baggy eyes in the morning are normally due to sleeping on stomach or without a pillow; fatigue and alcohol make it worse. Frequent swelling is often a sign of allergies. Bags under the eyes, mainly hereditary, occur because fluids tend to accumulate where the skin is thinner.
Thyroid, kidney and heart disease and use of some medications make baggy eyes appear worse; in most cases resting and sleeping on an elevated pillow is the best you can do (I purchased some elevator boxes from Linens & Things to raise my bed- much easier than the pillows).
What works?
(1) Sleep with your head slightly elevated to minimize fluid
retention.
(2) Avoid booze and salty foods, which can cause water retention.
(3) If you have allergies, take antihistamines and don't rub your
eyes.
(4) Remove any makeup carefully to avoid getting particles in your eyes.
(5) To avoid dryness that can lead to irritation and puffiness, use a moisturizer. If nothing works and this is a chronic condition,
cosmetic surgery may be your only recourse.
Ideas:
Try eye gel. Gels can temporarily tighten the skin under your eyes, reducing the appearance of bags and fine wrinkles. I actually love one from Mary Kay. Dr Denese also makes a good eye baggage gel.
Use compresses. Cool, wet tea bags or cotton pads soaked in milk have a soothing effect on the eye area and can make bags appear less noticeable. Cucumber contains anti-inflammatory properties to reduce redness and puffiness of eyes. Slice a large cucumber, reserve two slices to place over eyes. Peel and puree the remaining cucumber. This can be applied as a pack onto your face. Remove after fifteen minutes. Apply moisturizer thickly to seal in water.
Of course, if none of these tips help, it's time to see medical attention. You'll want to rule out any hormonal or circulation problem. At times, cosmetic surgery is the only choice as the fat pads under the eye have moved which is causing the bulge.
