Because when you braze you are bonding the two metals together with the brazeing rod (sort of like glueing it) but with arc or gas weld you are melting the two metals together by forming a pool of molten metal and if they are not the same type of metal they will not melt together and form a bond

You can certainly join two dissimilar metals in arc welding. I usedwelding in my trade for 40+ years and joined many dissimilar metals. In braze welding you are using the gas welding process.

Who ever told you this is not a welder. With today's welding products you can weld anything together. A good source of welding products is Exergon, not sure of company's name spelling but it sounds like this when spoken . I've used their products to weld.
