I'm not sure about who invented the gun and bullets.. but yes, guns and bullets were made at once, because there is no use for a gun without a bullet.. though the first gun and first bullet were very different from what we have today...

The first "mechanism" invented for a hand held fire-arm was the match lock.. it was just a small version of cannon.. put the gun powder from the front end (barrel) drop a lead ball (the bullet) over it, and once you pack it (by pounding it with a long stick with cloth wrapped over its end) you place a wick on the back side, and then you light it...

Well.. after this, different technologies evolved for firing the gun-powder.. wheel-lock and flint lock were the ones which had a trigger to pull.. so that the generated sparks would ignite the powder, and shoot the ball..

And the smooth bore musket was the first to have a muzzle loaded bullet...

It is not obvious about the gun and the projectile (say the bullet), but the invention of black powder is associated with name of Barthold Schwartz, German monk in 11th century. His invention, with no doubt had been intended to be used as a firearms properlant, to propel some kind of bullet. Everything else, iprovements in dimensions of the weapon, i.e. caliber, performances, and strategy and tactics of application came after that.

Well the Chinese invented guns several thousand years ago, however it's all subjective.
