Proverbs 28:13
He that covereth his sins shall not prosper: but whoso confesseth and forsaketh them shall have mercy.
The best way to stop these scandals from happening in the first place be it in political parties or in church leaders is to expose the problem. If one knows that the sin they do in secret will be revealed in the open, maybe they would think twice before doing it.

A scandal by definition can NOT be SCANDALOUS until it is made PUBLIC, so your question is a contradiction in terms.
A secret 'scandal' is NOT a scandal - it's a private rumour.
Can politics really be subject to morality? Politics is the art of spin-doctoring, 'window dressing' popular policies and self-promotion.
Governance of a nation can be subject to morality, but not EVERY political party can be in power at the same time, so, really politics is not driven by what is 'right' but by 'majority rules'.

ABSOLUTELY NOT. This behaviour is reprehensible as it warps the morals of an entire country. Each and every one of us needs to learn to take responsibility for our actions. If we make a poor decision, one that lacks courage and integrity, it is on us. It is the upstanding courageous person who can say, "I made a mistake and I learned from that mistake." But, people from both political parties seem to think that admitting fault is tantamount to political suicide. I disagree, it's the cover-up that torpedo's political careers most often.
We need wise leaders, with courage and vision. What we have, unfortunately, is far from that.

The morally right thing to do would be to have no scandalous behaviour to cover up to begin with.

No. The deeds of wicked men are being revealed in our day as never before. Enron, worldcom, war in Iraq, etc.
Matthew 10:26 - Fear them not therefore: for there is nothing covered, that shall not be revealed; and hid, that shall not be known.
Luke 12:2 - For there is nothing covered, that shall not be revealed; neither hid, that shall not be known.
Romans 1:18 - For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness;
Romans 8:18 - For I reckon that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us.
1 Corinthians 2:10 - But God hath revealed them unto us by his Spirit: for the Spirit searcheth all things, yea, the deep things of God.
1 Corinthians 3:13 - Every man's work shall be made manifest: for the day shall declare it, because it shall be revealed by fire; and the fire shall try every man's work of what sort it is.

It's the thing to do, but it certainly isn't right. Personally, I'm tired of seeing people do this while pointing out everything wrong in everyone else. We need a change (even if it means a collapse).

I don't know about political parities, but I don't think it's right for Planned Parenthood to get in the way of legal reform, and shelter men who have raped children, and gotten little girls pregnant. Do you?
