From what you've said,. you don't actually know anything of the sort...
You say you have a hunch, and perhaps you are right but, without any solid evidence, all you have is hear-say. And the authorities will treat it as such because the law says that, without proof, it is simply your word against his. And as you are both equal in the eyes of the law this is, thankfully, not enough to warrant any action by police on your behalf.
Innocent till proven guilty.
Thank god for that! You nosy trouble-maker. Perhaps you have too much time on your hands or, perhaps, this man next door caught you doing something you shouldn't have been doing.
Either way, there are laws to protect society against people like you.

Go to your phone company and of course don't call because he will listen in. They can wire tap when you get harassing calls so maybe they can check for this problem you have. I would also go to the police. Write a list of complaints and make copies. Give a copy for some one to hold in confidence. This guy could be a person of interest. He also might be a wacko. He may have your house bugged. So watch what you say. Be careful. It's most important that you write all you can remember before you go have this done. If you don't you will forget half of it.

Unless you have hard-core proof such as a taped phone line or some kind of listening device attached to your phone line your case doesn't hold water.
Secondly,do you use a cordless telephone ?
Cordless phones can be picked up on a police scanner,thus making your calls open to the public.Your neighbor could be using a scanner to "listen" in on your calls.
This is "not" illegal.
If you have a cordless,quit using it and see what happens.

Without proof, you're only telling the cops you're paranoid.
-Do you share a party line? Switch to a private one
-Do you think it is being tapped? No can do. I doubt they have the resources for that.
-Does he sneak up and stand by the window? Get one of those motion activated sprinklers and hose him a good one.
-Do you all share a multiple family house? Talk to the landlord, lower your voice on the phone, or move out

Before you do anything, what proof do you have? making accusations without proof will get you know where and will only cause more problems with your neighbor
How is the person listing to your phone? taped your lines? or are you using a cordless phone in which case you have no case

let your friends know a code word and when they are on the line use the code word and a canned air horn blast should do it . if they complain to you just ask if it is against the law to sound the horn in your house and then ask them why they are such loosers and to get a life and that you now have a device that lets you know if someone is on the phone with you

then when u have proof, get a lawyer, police, or someone who can help you.
