you can draw an officer and around him are lots of money and he is wearing a crown which means he is superior... then under him are poor indian people suffering some scenes can be people who have diseases who are poor and can't afford to go to the hospital or some citizens who don't have food and don't have homes they just sleep on streets or kids who don't go to school...

You can make a series of posters, the same picture but with changing text. The different versions can make people curious to see what version is next.........
Draw a group of fat people enjoying drinks and food together, while money peeps out of their pockets.
Than, in three or more versions, add a text balloon, stating:
- "Isn't it annoying how people keep stating that we do not care about the poor?"
- "A toast on your health! After all, this was paid for with wellfare funding"
- "Sure I can help the son of your sister-in-law's niece to find a suitable career. That's what friends are for..."
- etc.

I think you can try this:
First, Draw an India Outline map.
Second, draw a insect which is trying to erode the land.
Mention it as 'Corruption'.
Also, make some red marks at some parts of India which will resemble 'India is suffering because of corruption'.
