How do you make your dog return to the same spot to pee or poo?

I tried to absorb their pee or poo onto pee pad and newspaper (so to allow the scent to attach on it), but my shih tzu never return to that area again, will always find another spot to potty.

You don't mention the age of your dog so I won't assume how old. This is advice we tell customers. Crate the dog. It works on young and old dogs. Old dogs can become house trained, believe it or not! Take your dog to the same spot outside every day or tie your dog to the same spot outside every day. If you regularly exercise the dog every day, it will potty while you walk it. Clean up after it if it's not on your property though because poop slides off the road and causes pollution in one form or another especially when it rains. Goes down the storm drains and into the water supply. If you have to be away from home all day, have a pee pad on one end of the cage. You can regulate when the dog poops by when you feed also. For example, don't leave food out all day and don't have food available for at least 2 hours before bed. Hopefully some of this helps. Please don't physically harm the dog. Negative reinforcement doesn't work very well. Reward the dog with a small treat every time the dog poops/pees where you want. It will learn and go to the same spot continuously. You can also paper train by leaving newspaper on the floor. Praise the dog every time it uses the paper. Remember to keep the paper changed also.
