Personally, I feel the Smith & Wesson line of handguns (revolvers) are the best value for the price. Customer service and support mean a lot to me. I would suggest a S&W K-frame or J-frame (if you want a small concealable revolver). However, your $500 limit is less than the average MSRP for a model 10 4" M&P .38 Special. The best thing about S&W revolvers is that they hold a crisp trigger like no other revolver I have encountered. Never have any of my S&W revolvers ever required a trigger job to maintain target accuracy!
The good thing is, you can get very good USED S&W K-frames [M14 - K-38 Masterpiece (.38 Spec.); M17 - K-22 Masterpiece (.22LR); M48 - K-22MRF (.22 Magnum); M19 - Combat Magnum (.357 Magnum); M10 - Military & Police (.38 Special)] for under $500.
All of these blued, "carbon steel" revolvers are exceptional values. The Model 19 Combat Magnum would require the most scrutiny for wear.

First off it depends on what you are wanting to do with it and with that said here is my answer. For the price a CZ 52 {AKA VZ52} is a very good gun for about $140.00-$180.00 ammo $12.00-$15.00 for 50 {if you have a C&R you can get a CZ52 for $98.00 + S&H}. Single action all steel with a good trigger pull. They are very powerful and are flat shooters. With practice and good ammo you will able to shoot an off hand groups of about 6” or less at 100yds and 200yard shots are not out of the question. When you are looking at a CZ52s you want to find one without a VOZ and date stamp on the side. What the VOZ tells you is that the pistol has been used and then rebuilt and the date it was done. That is not to say that there is any thing wrong with a gun with VOZ stamped on it is just that they sell for the same price as one with out and one with out is worth more at resale. The other thing to look for is on top of the slide you want to see one or less punch marks this tells you that there is a good chance that it will be an accurate firearm. The 8 round mags are common and cost from $16-$20.00 +S&H. A little about the CZ52 ammo it is 7.62x25 FMJ 85-86 gr. The military ammo has a steel FMJ and is good for about 1400fps after market ammo Sellier & Bellot is 1647fps and there is reloading data stating it can be reloaded up to 1900fps. The CZ 52 is very easy to take apart and put back to gather and there is only 1 or 2 screws {I have only found but I hear there is another one} every thing else fits to gather like a puzzle. If you dry fire a CZ52 you will break the firing pin so do not do it firing pins are from $10 - $20.00 you will also need a spare return spring and a spare set of roller locks. My next pick would be a Z.M. Luczinik Polish P-64 double action, 9x18mm, 6 round mag., 22oz, all steel, 6.3” long x 4.6” high and a 29lb trigger pull $136.00-$180.00 ammo $9.00-$12.00 for 50.

For practice: A Browning Buckmark Target. It uses cheap ammo, is highly accurate and has great sights.
For a general handgun, the 1911 cannot be beaten. I like Springfield on the low end, Wilson at mid-level and you will know what you want when you buy a high end 1911. Forget about the other handguns, they are only a distraction. The 1911 is used by anyone with knowledge and a choice:
Spec Ops(When they have a choice)
Bullseye shooters
IPSC shooters
CCW
For hunting, I like the Ruger Bisley in 45 Colt 5.5". It does recoil a lot though!

Probably the most bang for the buck right now is the Springfield XD45 in 45acp. The new 45acp version has a 13 round magazine, and if you get it before the first of the year, all the gear comes with it...holster, mag pouch, mag loader. Priced around $500.
I was watching Massad Ayoob on television the other day...he was carrying a five inch XD45 .45acp. I also read an article not too long ago from him, and he seemed to be pretty dog gone impressed.

it depends...
for home defense and even some concealed carry, the Springfield XD models (9mm, 40, & 45) are all great models for the price. Glocks are very popular, but I prefer the grip and feel of the Springfield.
You can easily buy a Ruger GP100 or SP101 in .357 for under $500.
If you just want to target shoot, then buy a Ruger Mark III Hunter for about $450 and a bunch of .22 rounds and have a lot of fun.

It is always a matter of opinion, but I purchased a Hi Point .45 cal for $119.95 brand new, it shoots very nicely does not jam, its fairly accurate, the only negative I have found so far is it does not like cheap ammo.
I also own a Witness made by Tang-folio, I paid $365.00 for it new, model compact 10, its magnaported from the factory, it is also stainless, it is an excellent gun, very hard to beat for the money.
As far as revolvers go I would probably go with a Taurus or step up to the Ruger Super Black Hawk, both are hard to beat for the money.
I have owned both and hunted with my .44 mag Ruger Super Black Hawk with a 7 1/2" barrel. Lots of fun. Don't forget your ear plugs.

Depends on what you want revolver/ semiauto but $500.00 would give you alot of options for personal protection that is small look at the sig arms warthog nice gun that packs a punch little over $500.00 but well worth it. If you want a handgun for hunting revolver 357 or higher I use the S/W 500 magum it is like shooting a hand held howitzer
